Regarding eCall based on the European emergency call 112, all Member States Public Safety Answering Points (PSAP) will be required to have completed the necessary upgrade and conformity assessment by 1 October 2017. After 31 March 2018, all new types of cars and light vans sold in the European Union must have eCall based on 112 installed.
eCall is a 112 emergency call triggered either manually by vehicle occupants or automatically as soon as an in-vehicle sensor detects a serious collision. When activated, eCall establishes a voice connection with the relevant PSAP.
Using the voice line, a Minimum Set of Data (MSD) is sent to the PSAP operator. The most important data is the accurate geo-location of the collision scene, and the exact make and model of the vehicle. Knowing the exact location of the collision is vital allowing the rescue services to arrive much faster at the scene. Time saved translates into lives saved.
eCall for HGV (including Dangerous Goods) and Long Distance Buses and Coaches
The objectives are to:
Save lives of drivers and passengers
Prevent dangerous cargo jeopardising lives of persons involved in the accident, and of the rescue services, as well as to prevent dangerous cargo polluting the environment
eCall for Powered Two Wheeled (PTW) vehicles
Significant differences with eCall for passenger cars:
Probable separation of driver and vehicle due to vehicle dynamic peculiarity
Identification of a fall (with or without collision of machine with a solid object)
Voice connection is not present or cannot be established
Crash dynamics with different injury patterns and severity

HOW THE NG112 eCall ACTIVITY IMPROVES USER EXPERIENCE
The NG112 eCall activity looks at changes in mobile communication technology, and how this can help to improve the eCall experience for the users e.g. with faster data transfer, and new sensors.
Every time an eCall is received at a PSAP, whether Public or Private eCall, there is a requirement to receive and manage data. There is also a need to understand and manage data as the PSAP moves into the digital age with different types of 112 calls and data being received from the public.
eCALL USAGE BENEFITS IN THE EU
Getting immediate information about a collision and pinpointing its exact location cuts emergency services’ response time by 50% in rural and 40% in urban areas.
Thanks to this gain in time, eCall is expected to save several hundred lives in the European Union each year, and to mitigate the severity of tens of thousands of injuries.
Road collisions cost the EU around €160 billion/year, but if all cars were equipped with the eCall system, up to €20 billion could be saved annually. eCall will be mandatory in the European Union, and operational in Iceland, Norway and Switzerland.
The Russian Federation have developed a similar system called ERA GLONASS. The EU and Russia have been working together to make eCall and ERA GLONASS interoperable so that eCall also works in Russia and ERA GLONASS in the EU.
